I dont know if is a bug or if its the game system. I play a similar game and when i got a new team level, my stamina is filled again. But so far, im lvl 32 and i just got about 4-5 refills.

Is it a bug? If not, please dont mind about this post and forgive me, lol.

As far as I remember, you always should get some bonus stamina after each level up. Earlier in the game, this may not be enough stamina to refill your cache, but you should be getting some stamina at each level up.

Key: Stamina max (60) plus party lvl. The amount of stamina you get when leveling up depends on your party lvl.

60 + 82 = 200? Because thats somewhere close to what I got.

The energy you have is not affected when leveling up. 142 stamina were added but I am sure you already had 58 stamina previously.
