No, the game lists all your obtained scrolls first, then all the scrolls you haven't found/purchased yet.

Green ones are t1 equipment... I can't remember seeing hatchet or ioun stone recently...I think some items were removed.

I think they said this is a new quality of items, which is not yet released though.

I really don't think so. Take a look at the picture from the OP and at the "crafting" section of your Alchemy Core. It lists all of your obtained scrolls from weakest to strongest, ending with the pink, divine scrolls. Then it lists all of the scrolls you have yet to obtain, again, ending with the divine scrolls.

I'm not saying it is impossible that a higher quality than divine will at some point be introduced into the game. Actually, long term, it seems very likely. I'm just saying that the picture in the OP contains nothing that suggests that ... imho.
