Wanted to know what happens if for example during the start of a server 5 cities vote for X person and the remainder 5 vote for B, who would get picked as king?

At first I thought it was the first vote cast gets priority. But that doesn't seem to be the case - I think it's randomize each time a player get's voted into a potential first place.

Eg, Steve has 5 cities. Then paul gets 5 cities (random who will be king). Steve gets a 6th city, then paul gets a 6th city (random who will be king). Only a guess based off of anecdote.

City sizes matters in case of ties. Not sure how it works exactly but the person with the normal city beat out the person with the small city even though the small city guy was voted for first. If those are also equal, no clue.
