Did you really think all those whales were spending more than the per capita GDP for their country; i.e., an entire year's worth of wages, on this game? The Chinese servers/whales get a lot of attention, so let's start there. The last year I see data for is 2016, where the per capital GDP was 6,894....

Unfortunately, I think I too am going to the app store to give it a very negative review, which I have never done before with any game I have ever played. The game is fundamentally broken. Your idea would only work if Every 10 levels players could graduate to a higher tier server. So... Server 1... How would a maxed out house ever clear a city if someone opted to fill it with low level alts? This gets back to the changes making the game more team oriented. Now, while whales will still be comically OP in the game, they simply cannot go it alone. They will need other players to accomplish thing...
