Although the complete destruction of Mech units is painful I don’t think they should be repairable like humanoid units. I would make Mech units repairable but at 10 - 20% of their manufactured cost after all a destroyed Mech unit doesn’t disappear at the end of a battle it just needs to be recycled....

I think today’s patch gives you an option to go to where you were robbed so you can try and hunt them down. I think this is a good idea as thieves should have a good chance of getting away if they don’t sit still
