Yeah, that is the problem with no end game. Once a kingdom has taken over the map then it won't and cannot be fair for anyone but the winning kingdom. Honestly the warehouse needs to have a decay system. Either more days inactive the less it protects or the less garrisons/wall HP you have the less it protects.
