You can get the new runes by re-polishing precious runes. About once every 200 attempts it will turn into a set rune. If you spend 6000 diamonds in one day on re-polishing runes, you additionally get the featured set rune.

This is not actually a fusion level. Your heroes get a cyan frame if they have at least one of the new set runes and they get the cyan+1 frame if they have a complete set of those with the set bonus.

For now, just purchase red items from Guild Wars arsenal and use the workshop to craft the rare orange items that are used most. That's how I'm doing it.
